A burst water pipe caused flooding on the Abu Dhabi-bound side of Al Khail Road causing a massive traffic jam for over 10kms this morning. 
There were massive tailbacks on the E44 Al Khail Road from the Al Ain Road junction to the Dubai Mall. 

According to Twitter, Dubai Traffic Police has been diverting traffic since 3am on Thursday, closing down a number of lanes as the work goes on to fix the problem.
This is how the traffic looked at 6am on Thursday morning.
Dubai Police said that it was a burst water main is causing severe congestion on the Al Khail Road in Dubai.
According to a tweet by the Dubai Municipality less than an hour ago, they are still trying to fix the problem. 
Meanwhile, while we wait for the problem to be fixed, here is a picture of the road fully water logged this morning.
