DM issues new circular on building permit procedures

After studying the steps and procedures currently used, it has been decided to reduce these steps as follows:

a. Industrial Buildings (four steps) 1) Obtain NOC from Electricity and Water Authority, 2) Obtain building permit from the Municipality, 3) Inspection of foundation rebar and executed buildings, 4) Obtain completion certificate issued by Eng. Khalid Mohammed Saleh, Director of Buildings Department.

b. Villas (five steps) 1) obtain NOC from Electricity and Water Authority, 2) obtain building permit from the Municipality, 3) Inspection of foundation rebar, 4) Inspection of ceiling rebar and executed buildings, 5) obtain completion certificate

c. Multi-story and public buildings (six steps) 1) NOC from Electricity and Water Authority, 2) Building permit from the Municipality, 3) Inspection of foundation rebar, and metal structures ( for buildings with metal structures only), 4) Inspection of ceiling rebar, 5) Inspection of executed buildings, 6) Obtain completion certificate.

The circular also includes the procedures of Dubai Electricity and Water Authority (Dewa). It has been decided to reduce the steps from 7 to 5 as follows:

All types of projects that require voltage less than 5MW should obtain 1) Approval on plan, location and size / interior details of sub power station, 2) Low voltage plan approval, 3) Registration of application for account of estimated cost for connection, 4) Handing over of sub power station 5) Completion of technical inspection of the station, internal connections and service.

It is worth mentioning that the steps for requesting NOC and approval of location and size of sub power station come within the requirements of building permits, which will be issued by the Municipality. For projects that do not require sub power station, there will be only 3 steps instead of 5.

For Etisalat and Du connections, it has also been decided to cancel the request for NOC, from April 27, 2011, as well as the request for verification of communication networks inside buildings when applying for a building permit, starting from May 31, 2011.

It also included procedures and steps for Civil Defence and Civil Aviation. It has been decided to examine the plans through the online building licensing and control system when applying for a building permit, starting from May 31, 2011.

Moreover, the requirements of Emaar, Dubai Land, Dubai Investment Park and Dubai Industrial City will be examined by engineers of Building Permits Committee of the municipality, when they apply for building permit through the electronic system from May 31, 2011.

“Municipality hopes from all consulting offices and contracting companies further cooperation and collaboration to overcome all obstacles that may arise during the implementation of new improvements, in preparation for the launch of the third stage of improvements as soon as possible,” Khalid said.
