The smooth security operations during the IMF and World Bank 2003 meetings and Dubai Aerospace were also measured by the awards panel.

In his speech, on behalf of Lt. General Dhahi Khalfan Tamim Head of Dubai Police, he emphasised that the various achievements of security organisations in the UAE are the outcome of an awareness of the shared responsibility for security among all sectors of the community cascading down from the President, His Highness Shaikh Zayed bin Sultan Al Nahyan, His Highness Shaikh Maktoum bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai, and General Shaikh Mohamed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Defence Minister.
