This forms a part of the draft law on fertilisation that will be tabled today by the Ministerial Legislation Committee prior to submission to the Cabinet for approval.
The draft law was earlier finalised by the Ministry of Health (MoH) to curb violations of the law committed by fertility centres in the country, said a senior health official.
Some centres have apparently been found selling sperms of dead persons, among other violations. Under the new law, penalties like heavy fines and deportation will be imposed on people flouting rules depending on the severity of the offence, warned the official.
“The MoH has prepared the draft law to prevent fertilisation centres in the country from violating laws and disregarding social and ethical values of the country,” said Dr Ali Shukur, Under-Secretary at the MoH.
“The provisions of the law focus on regulating licensing of physicians, technicians and centres involved in the process of fertilisation in a way that suits traditions, norms and Islamic values of the UAE society,” clarified Dr Shukur.
Elaborating on areas that will be covered under the proposed legislation, the official said, “Contentious issues like legality of the father, surrogating, storing and banking of sperms and other related matters will be regulated by the law.”
