Federal body to regulate health insurance sector

DUBAI — The efforts to establish a federal health insurance authority to regulate the industry across the United Arab Emirates have moved a step further, it was confirmed at the Arab Health Exhibition and Congress that opened at the Dubai International Convention and Exhibition Centre yesterday.

His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, inaugurated the four-day event and toured the exhibition, in which more than 2,200 exhibitors are taking part .

The exhibition showcases the latest medical breakthroughs and technological developments from over 65 countries. Compulsory insurance for residents and visitors of Dubai is in the pilot stages and will be completely in place by the end of 2008, said Qadhi Saeed Al Murooshid, Director-General of Dubai Health Authority.

“The Health Insurance Committee (HIC) has sent its recommendations to the Federal National Council for approval and work on the pilot project will start soon after the approval,” he said adding the system would be introduced in phases.

The progress on the establishment of federal health insurance regulatory body was also outlined by Dr Ajit K. Nagpal, former adviser to the Ministry of Health and member of an inter-ministerial committee on health insurance.

Dr Nagpal is taking part in the Health Insurance Forum, that is part of the conference.

Compulsory health insurance for expats and their dependants was introduced in Abu Dhabi this month, while Dubai has established a steering committee and is likely to introduce compulsory insurance this year. Other emirates are expected to follow suit, gradually.

Discussions on the introduction of a federal authority to regulate UAE standards in compulsory health insurance cover and diagnostics have been going on for a number of years, but current developments have gone further than the previous attempts, Dr Nagpal pointed out.

“The proposals are now ready and they are seeking comments from the various emirates,” he added. “Other ministries, such as Justice, Labour and Health are also being consulted.”

Arab Health is expected to set new records by attracting nearly 50,000 visitors from all over the world, said Minister of Health Humaid Mohammed Obaid Al Qutami.

The minister describing the event as “the greatest science gathering in the Middle East and the Arab world and the second largest healthcare exhibition worldwide.”

“Arab Health is a world class medical and healthcare event where the latest medical technologies are revealed and healthcare achievements are addressed,” he pointed out.

“I am confident that all the expertise brought to Arab Health by the global health industry and the scientists will benefit the development of the medical sector and health knowledge which will eventually serve entire humanity,” he stated.
