Dubai - Those who are already in the UAE and switching jobs from one company to the other need not provide this certificate.
"The Certificate of Good Conduct, which is also known as 'No Criminal Record' in the Philippines, must be obtained from the National Bureau of Investigation (NBI)," Philippine consul general Paul Raymund Cortes said.
"Following the directive of the UAE, the NBI clearance must be authenticated by the (Philippine) Department of Foreign Affairs (DFA) and attested by the UAE Embassy in Manila," he added.
For those in Dubai, here are the steps in securing an NBI clearance
1. Secure NBI clearance application form (NBI form no. 5) from the Philippine Consulate. The form is free and not for sale.
2. Fill out Form 5 and go the nearest police station for fingerprinting, which should be rolled impression. The one who took the fingerprint must sign on the form.
3. Return to the Philippine Consulate to have the NBI Form 5 notarised and the apply for a Special Power of Attorney (SPA) authorising your represent in the Philippines to submit accomplished Form 5 to the NBI.
4. Upon release of NBI clearance, your representative will also request for the authentication of document with the DFA, and apply for the attestation of the NBI clearance at the UAE Embassy-Manila.
Documents required to acquire an NBI clearance
> Accomplished Special Power of Attorney (SPA)
> Original and photocopy of NBI application form with fingerprint specimen and signature of police officer who processed the fingerprinting
> One (1) 2X2 ID photo on white background to be attached in the NBI Form 5
> Four (4) copies of applicant's passport identification page

Meanwhile, Philippine vice consul Elizabeth Ramos earlier told Khaleej Times that a "similar document to Good Conduct Certificate is already being issued by the Philippine government to migrant Filipinos" so they see no problems in issuing the new certificate required by the UAE.
"The NBI clearance is the Philippine police clearance. The consulate provides a fingerprint card which serves as the application for NBI clearance and the applicant goes to the police station for fingerprinting and the document is then attested by the Consulate," Ramos explained.
"Last year, we have processed around 1,000 NBI clearances as required by some companies in Dubai and as per the request of Filipinos who migrated to other countries," Ramos added.
