A similar cable was sent to the Zambian head of state by His Highness Shaikh Mohammed bin Rashid Al Maktoum,Vice-President and Prime Minister of the UAE and Ruler of Dubai.

DUBAI — His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, in his capacity as a Ruler of Dubai has issued Decree No. 22 of year 2007 promoting Dubai Police Major-General Mesbah Rashid Al Fattan, Director of Shaikh Mohammed’s Office to Lieutenant-General with effect from October 21. — Wam
