It includes in details the conditions and justifications for granting such allowance, rules for calculating it, procedures of approving the allowance and the cases under which its payment is suspended.

Article 3 of the decision which provisions are applicable on the civilian employees working at the Dubai government departments, and who holds grade 16 and above, and excluding the employees who are employed in temporary posts and part time jobs.

The allowance aims at empowering the government departments to boost their capability to attract specialised and outstanding human resources, and retaining them.

The Group 1 and 2 entitled to the allowance include practising doctors, financial controllers and auditors in financial control department. They will be eligible for a maximum allowance of 100 per cent of their basic salary, provided that it should not exceed Dh25,000 per month.

The decision determines the value of the allowance by 50 per cent of the basic monthly salary for Group 3, which includes engineers, legal posts, financial planners, studies, investments management, experts at the expertise department and dispute settlement in the Dubai Ruler’s Court, as well as the internal auditors at the government departments, specialised posts at the management and development of human resources, specialised posts in the IT systems, assisting judicial posts, members of the teaching and training staff at the universities and colleges and institutes at a maximum of Dh10,000 per month.

The Group 4 includes posts of accountants, paramedics, nursing pharmacists, emergency medicine technicians, continuous inspection posts related to health, environment, public safety and customs inspection. The other posts included in Group 4 are inspection of public parks, specialised posts in media, where the decision of allowance has been fixed at 30 per cent of the basic monthly salary, with a maximum of Dh6,000 per month.

The Group 5 includes employees on regular night shift jobs with 25 per cent allowance in their basic monthly wage.

The decision set the conditions and rules for paying the allowance and the rules for calculating its value along with taking into account the importance of the post and its impact on the key operations of the department, the changes in the labour market pertaining to salaries, benefits and bonuses, rate of Emiratisation of jobs in each and every group of posts.

Article 10 of the decision has made it binding for the Department of Human Resources of the Dubai Government to coordinate with the concerned government departments to review the decision once every two years as the exigency deems so, and suggest any proposals on it. —
