Recall of Nicop leaves Pak expats confused

DUBAI — Several Pakistani expats are in a state of confusion following the recent decision taken by the Pakistan Consulate Dubai regarding the recall of National Identity Cards for Overseas Pakistanis (Nicops) from the courier company for re-distribution through the consulate.

The consulate ended its contract with the courier company last week following non-delivery of over 20,000 cards by TCS, the Pakistan-based courier company. At present, Pakistani missions in the country are planning to tie-up with Empost regarding delivery of Nicops.

Citing the reason for non-delivery of the cards Khaleej Times, Jamil Janjua, Chief Executive, International Business, TCS said, “The cards were left undelivered because we were never provided proper contact details of the applicant other than a post box number.”

“Delivery of these cards is a sensitive issue and we did not want to risk the loss of a card by depositing it in any post box number, therefore, we kept the cards with us waiting for a clarification,” he explained. Janjua claimed that over 73 per cent of the cards had already been distributed.

Mazhar Ayub Khan, General Manager, Courier and Logistics, TCS said that the courier firm had developed a state-of-the-art delivery management system to feed Nicop details as well as track and trace the details.

“We had developed a programmed operational handling in which cards were received and manifested, after which each card was stamped with a computerised seal and sequentially stacked in customised drawers,” he explained. Janjua also said that they had not received any official notification from the consulate regarding the cancellation of the contract. “Till now, we have not even received the payment for the last six months for the cards that have already been distributed,” he added.

An irritated A. Mahmood, who had come to TCS to pick up his card, after being turned away said, “We have not been informed that we have to pick up our cards from the consulate now. My understanding was that the cards were supposed to be delivered to us or we would have to pick them from TCS. We are also paying for this delivery, but suddenly now I am being told that I have to go to the consulate. I do not understand.”

CARD STATISTICS

SGIVING statistics of cards received,distributed and still to be distributed, Jamil Janjua said that a “A total of 169,836 cards had been received — 84,470 in Dubai and 85,366 in Abu Dhabi — since the signing of the contract in September 2003.

A total of 64,164 have already been delivered in Dubai and 65,111 in Abu Dhabi.

The cards remaining with us for delivery are 20,306 in Dubai and 20,255 in Abu Dhabi.”
