According a senior health official, several complaints lodged with the ministry pointed out that individuals without medical expertise were using unlicensed equipment in barbershops and beauty salons across the emirates.

“Some barbershops and salons have been using lasers and other medical equipment without a licence,” said Dr Amin Al Amiri, CEO of Medical Practice and Licensing at the MoH.

“This misuse by non-professionals can lead to serious complications and put lifeat risks.”

In 2006, the MoH had laid down new rules that barred cosmeticians from practising without getting a MoH licence. The move was aimed at curbing practices of some health facilities that claim to provide quality medical cosmetic services but endanger the safety of people.

All health facilities in the country are required to undergo evaluation tests prior to obtaining the ministry’s approval for recruiting cosmeticians. In event of complications, health centres are held liable and may face hefty fines or closure depending on the severity of the violation. Laser technology for removing hair or tattooing, applying permanent make-up, drawing tattoos, as well as slimming using medical devices, are among the medical cosmetic practices that require approval of the ministry. Haircut, make-up, pedicure and manicure are minor activities and do notrequire licensing.
