Rashid Al Nuaimi, General Manager of the ministry, was responding to a query on the wide gap between the results of the end-of-semester exams and those of periodical tests, particularly in private schools.
“There is no control on the periodical tests and their standards. Hence, we will implement the new assessment method called ‘statistical monitoring’ to compare the final marks and the monthly tests results.”
If the results show a wide gap, the ministry will launch an investigation against the principal of the school to find out whether it had set easy question papers for periodical tests to show good results.
“So far, the ministry has no regulation to punish principals of such schools but we, as concerned officials, are working on regulations detailing the penalties. The regulations will be ready by the 2009-2010 academic year” .
Seventy public and two private schools have been checked under the MoE’s programme of continuous assessment to meet the academic accreditation standards.
Al Nuaimi said Minister of Education Dr Hanif Hassan has stressed that the education zones must be service centres to help the applicants (students, teachers, parents and educationists) get their applications processed in a short time.
The education zones across the country will see several changes soon, improving their services to meet the new standards set by the ministry, he added. He said that the Centre for Teachers Assessment (CTA) being set up will license the teachers and that around 120 new teachers will join public schools by the beginning of the new academic year.
Public school teachers will be promoted after they meet the standards to become expert teacher, observer and consultant teacher, as per the new grades. “This promotion plan has been sent to the Civil Services Department for approval,” he added.
The ministry is also planning to launch a new service on its web site (www.moe.gove.ae) to publish the surveys about the education sector.
“We are committed to achieving transparency and finding out the effectiveness of the policies implemented by the ministry. The parents, students, teachers and principals can respond to a questionnaire on the web site.”
