The circular does not explain who is Salah Hassan, and does not refer to which department he belongs to or which ministry he was sent to, and what is his mission and the nature of information required by all personnel and employees at the ministry and the educational zones to provide him.

The Circular No. 4/1 of April 2 has taken all senior officials at the ministry, zonal education and in charge by surprise for it started with the sentence — ‘Please cooperate with Mr Salah Hassan’.

“Due to the exigencies of public interest, you are, therefore, requested to facilitate the mission of Mr Salah Hassan by providing him with all information, statistics and documents,” the circular initialled by Dr Mehairi said.

Dr Mehairi called on all senior officials and those in charge to take necessary measures by informing all employees in their sections and departments to fully cooperate with Mr Hassan. He also asked them to provide him with all information and figures he may need.

Since Mr Hassan is not known and neither does anyone know to which department or agency he belongs to, the directors of the centralised departments asked their subordinates and the assistant undersecretaries about the mysterious personality. Until yesterday, and after the end of the official working hours, no decisive answer was heard about the mysterious man. Curiosity had prompted an assistant undersecretary to ask his employee to probe into the matter in a bid to unravel the mystery of Mr Hassan. The confusion ministry officials and employees underwent yesterday coincided with the leave of Dr Mehairi, who assigned the Assistant Undersecretary for Financial Affairs to officiate him during his absence.
