New framework for educational qualifications across UAE

Educational qualifications in the UAE will now be rated on a scale of 1 to 10 under a new national qualification framework approved by His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.

The Qualification Framework for Emirates (QFEmirates) will classify and name all qualifications obtained in the UAE at the higher, general, technical and vocational training category. Doctoral degree holders will be given the top-most classification with a level 10 certificate, indicating mastery in a specialised field of knowledge and an evidence of competency.

The rating would start at ‘certificate 1' which would be granted to those with the basic knowledge of reading, writing and basic mathematics, but haven't completed their secondary general education (Grade 12).

The framework will also take into account individual skills and abilities acquired during one's educational career, such as effective communication, teamwork, leadership and computer skills.

The administrative council of the National Qualification Authority shall be responsible for issuing decisions and necessary procedures for the implementation process and shall work on developing the qualification framework over the five-year period set for its implementation.

The initiative is aimed at promoting the concept of lifelong learning by providing individuals with the ability to plan and access learning opportunities needed to fulfil UAE's development goals.

The NQA will also publicise the system among federal and local education departments in order to start a pilot phase after publishing the resolution in the official gazette.
