Child’s torture

How can someone torture a four-year-old defenseless child? This stepmother has ruined her life and the man is also equally responsible for this tragedy. Why didn’t he keep a watchful eye on this new wife’s attitude towards his children from the previous marriage and why did he not warn her when these children had told him earlier about the torture?
