DSOA Appoints Ray Milhem as Chief Technology Officer

DUBAI — Dubai Silicon Oasis Authority, or DSOA, the regulatory body for Dubai Silicon Oasis, announced the appointment of Ray Milhem as the new Chief Technology Officer.

Milhem will lead the strategic direction for DSO’s technology efforts, ensuring alignment of DSOA’s vision of making it one of the world’s leading technology centers of advanced electronic innovation design and development. Milhem brings with him extensive industry leadership experience and a proven ability to build alliances across market segments and within the investment community. Prior to joining Dubai Silicon Oasis Authority, Milhem was the Director and Chairman of the Board at AdvancedIO. He is also a Venture Partner at ME Venture Partners, a fund that seeks to fuel technology innovation in the Arab world.

Previously, as the Vice-President and General Manager of the Motorola Software Group, Milhem managed several centres and led a team globally. Prior to Motorola, he held senior management roles at Nokia, Cisco Systems, Extreme Networks, AFC (Tellabs), and AT&T.


Milhem is on the board of several US-based start-ups and is a member of the board at COE College in Cedar Rapids, Iowa. He has also served as the Chairman of the Computer Society of the Institute of Electrical and Electronics Engineering, or IEEE.

A wholly-owned entity of the Government of Dubai, Dubai Silicon Oasis operates as a free zone technology park for semiconductors, microelectronics and other electronics-based companies looking to set up their regional headquarters and R&D divisions in the Middle East and North Africa region.
