“This is a broad declaration appealing to all the countries to join such a multilateral framework, and is not a binding agreement. Currently the countries enter into bilateral agreements for liberalising the commercial aviation sector or for adopting open sky policies between them. Efforts have been going on to put in place a multilateral arrangement to cover all the countries for quite some time. “The ‘Statement of Policy Principles’ is an important landmark in those efforts,” Saif Mohammed Al Suwaidi, Director-General of the UAE General Civil Aviation Authority told Khaleej Times.
