An earlier version of the bill was ruled unconstitutional. Legislators in the National Assembly debated a new, compromise version in July and are slated to vote on it Tuesday.
The legislation has drawn worldwide attention. Entertainers applaud it as protection for their struggling industry while Internet privacy advocates say it’s a threat to civil liberties.
Conservative President Nicolas Sarkozy has championed the bill.
Under the bill, if suspected pirates ignore e-mail warnings and a certified letter, their home Internet connections could be cut for one month to one year, and they could face fines or jail time.
