Dubai’s Knowledge and Human Development Authority (KHDA) has been authorised to organise, supervise, monitor and accredit vocational training institutes in the emirate.
A resolution issued by Shaikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince and Chairman of the Dubai Executive Council, authorises the KHDA to regulate vocational training institutes in Dubai, including those in special development zones and free zones.
The resolution is not applicable to government institutes and organisations that offer in-house training for their employees. The resolution is also not applicable to training programmes related to licensed conferences or any other training activities excluded by a resolution from the Chairman of the Dubai Executive Council.
The resolution outlines the authorities and responsibilities of the KHDA with regard to defining, classifying and updating the list of vocational training activities.
The KHDA will accredit the faculty and administrative staff of vocational training institutes and control the quality of training programmes. The KHDA will also prepare and publish annual performance reports on the vocational training sector.
The KHDA is also authorised to approve the institutes’ advertising and promotional content; receive, investigate and take decisions on complaints against the institutes; and establish and maintain a record of the institutes’ names, addresses, owners, activities, training programmes and faculty.
The resolution also describes the restrictions and precautions to be observed for practising vocational training activities in Dubai. It prohibits vocational training institutes from receiving or accepting any kind of donations without obtaining prior approval from the KHDA and the authorities concerned.
The resolution specifies the fees that should be paid to the KHDA for issuance and renewal of licences and other services. Violations and corresponding fines have been defined. All vocational training institutes must abide by the resolution within one year from its date of activation.
